If you went for just straight mechanics:
Type: Abberation
Size: Medium
Speed: 30ft
+4 Con, –2 Int, –2 Cha, –2 Wis
Blue Meanies are hard to kill but crazy and act backwords.

As for any other trait it depends on the Blue Meanie. But most have Claws,
