Good movies to WATCH WHILE ON DRUGS (that aren't about/featuring drugs): Paprika, Dead Leaves, Mushishi (TV series), Pan's Labyrinth, Cat Soup, any Alfred Hitchcock film, The Twilight Zone (another TV series), and Sunset Boulevard is a great movie to watch when you're suburban-mom-drunk after consuming large quantities of cheap wine and you want to feel classy
Warning: I am a weeaboo and my recommendations are tainted due to such. Everything animated here is actually fucking incredible, though, and I especially recommend Serial Experiments Lain -- the entire series is on YouTube uploaded by the network, and it's also on Hulu (but not Netflix). That show could fuck me up if I watched it sober. It's extremely reminiscent of my experiences with LSA.
Fear and Loathing is /THE/ drug movie. It's pretty much solely about this guy and his lawyer-friend on an inebriated escapade in Las Vegas. It's the kind of movie 14-year-old potheads hang posters of in their bedroom, yet still actually has phenomenally good writing and acting.
This is all, of course, just my opinion. Minus Trainspotting, which I included (it's sort of a given to include in druggie media lists), but personally did not enjoy whatsoever. It's probably the most widely-known drug-related movie out there, though, and can't go unmentioned.
(Seriously, though, watch Serial Experiments Lain. It's not about drugs, but it's just fucking MADE to be watched high.)
